Positions and Experience
- Owner Baker and Associates (1994-present). Private consulting services. Facilitation, long and short-range planning, public process, and management organization projects. Lead planner for James Kent Associates in Pacific Rim projects.
- Town Manager Carbondale, CO (2004 to present) Responsible for designing and implementing a new town plan to bring Carbondale into the future through a cultural, social, physical and biological process.
- Town Manager Basalt, CO (1998-2004). Responsible for administration of all Town of Basalt departments including $7 – $8 million budget and staff of 35.
- Executive Director Aspen/Pitkin County Housing Office (1992-1994). Developed and implemented countywide affordable housing program. Managed staff of 10 with $3.5M budgets.
- Assistant City Manager Aspen, Colorado (1990-1991). Directed special projects, especially long-range transportation planning and community outreach.
- Assistant Planning Director/Director of Long-Range Planning Aspen/Pitkin County Planning Office (1984-1990). Developed area Master Plans, neighborhood plans, and special area studies. Worked extensively with community groups.
- City Planner Elgin, Illinois (1977-1984). Responsible for Comprehensive Planning, development review, code amendments, and ordinances.
